Stuart serves as a Ward Circle Strategies team leader in manpower analysis and data analytics, 

Stuart retired from 30 years of service in the United States Army, where he most recently served as the Army’s senior retention Sergeant Major for the active component.

He brings with him extensive experience in the Human Resources domain, with an emphasis on retaining and developing talent. A subject matter expert within his field, he has advised every echelon of Command from Battalion level to the Army staff, including development of congressional testimony for Army senior executive leaders. 

Prior to his retirement, Stuart directed a human capital management program (retention) for the United States Army and was the principal policy adviser to the Chief of Staff and Secretary of the Army for all matters related to the retention of Soldiers. He holistically analyzed the Army’s retention program and identified key processes for improvement, developed and executed innovative engagement strategies to promote and enhance the retention of Soldiers, and was responsible for an associate recognition and incentive budget in excess of $4 million.

Stuart is an experienced leader, and team player, with an outstanding record of exceeding expectations and building trust. He’s a strategic thinker and enthusiastic proponent of developing data driven policy solutions to ensure program success consistent with our clients’ goals.

Three fun facts:

  • An aviation enthusiast, Stuart can be found on his off time flying the airways over Virginia in his Cessna 172.  Unfortunately, there are no pretzels on board.
  • Proud father of two teenagers who somehow know everything about everything.
  • A prankster who always enjoys a good joke… or set up!
